HOA Annual Member Meeting.

The Annual General Meeting was held at the Temecula Community Center on Saturday, April 16, 2005.


The Eastern Metropolitan Water District Project

“GOOD” NEWS

1. We could have a water system within 12-18 months!

2. Property Tax delinquencies are at an all time low.

3. The new property appraisal (commissioned by EMWD this spring) put us over the top for loan-to-value on our land.  A bond can be sold to fund this project.

4. EMWD’s Board of Directors approved going forward with a public hearing on September 21, 2005 at 1:00 pm in their conference room.  The public hearing must be conducted to allow property owners to voice their approval or disapproval for issuing a bond to fund the project.

5. EMWD has scheduled an “Information Meeting on September 7, 2005 at 7:00 pm in their boardroom.  The meeting will cover a history of AD #19, method of assessment, bond sale & cash collection period, construction schedule, and a Q& A session.

6. By now most of you have received a package from EMWD including meeting dates, your assessment, and the official 2-page ballot for approval or disapproval for going forward with the bond and the construction of the water system.  Unfortunately, EMWD had the wrong date on the first page of the ballot and had to resend the corrected page dated September 21, 2005 in a second mailing. You will need to pull the second page from the first mailing, complete it, and return it along with the corrected ballot first page to EMWD when you vote.  Your vote needs to be mailed, or brought, to EMWD prior to 1:00 pm September 21, 2005.

COME TO THE MEETINGS AND VOTE FOR THE BOND AND THE CONSTRUCTION OF OUR WATER SYSTEM! YOUR FUTURE PROPERTY VALUES DEPEND ON THE SUCCESSFUL APPROVAL OF THIS BOND FOR INSTALLATION OF OUR WATER SYSTEM.

TO ALL PROPERTY OWNERS:
AS PER OUR CC&Rs, WE ARE REQUIRED TO CLEAR ALL DRY AND DEAD BRUSH AT LEAST 15 FEET FROM THE ROAD.

IT WILL REMOVE A FIRE HAZARD.

PLEASE ADHERE TO THIS REQUEST, AS WE WOULD LIKE THIS TO BE A FRIENDLY REMINDER VERSES A MORE FORCEFUL ONE.

Revised Bylaws and CC&R’s

You can find the proposed CC&R and bylaw changes on our Web site.  We will be mailing out a summary of the changes for members’ approval this year.

It is important to respond with your vote.  A 2/3rds majority is required for updating our governing documents.

Basically, the updates consist of the following:

(1) Removal of all references to the “Declarant,” the original developer and his company.  Some text is removed in its entirety and, in some cases; “Rancho Glenoaks Homeowners Association” replaces the “Declarant” as to the role, responsibility, and authority.

The Declarant no longer exists and the Homeowners Association has had the governing responsibility and authority for many years.

(2) Change of one-acre minimum lot size to five-acre minimum lot size to be in concert with Riverside County zoning of five- to 10-acre minimum parcels sizes, dependent upon terrain.

(3) Increasing the minimum residence size from 1250 to 2000 square feet with size specifications for a second unit, guest dwellings and other accessory buildings to be in concert with established residences and Riverside County code.

(4) Change the current requirement for a 2/3rds majority approval vote to modify the CC&Rs to a simple majority (51%/+) to be in concert with current HOA codes.
