Hello to all fellow members!
It has been a wet and challenging year for us in the Rancho Glenoaks area. We have had a lot of road damage and frequent inconveniences traveling in our association area. For this I apologize on behalf of Mother Nature. I feel that our Road Committee has done the best possible in keeping up with her wrath.
I look forward to seeing you all at the Annual Meeting. As you know, power is in numbers.

HOA Annual Member Meeting
The Annual General Meeting will be held at the Temecula Community Center, on Pujol Street, on Saturday, April 16, 2005.
The doors will be open at 1:00 pm, and the meeting is scheduled to start at 2:00 pm.
The Eastern Metropolitan Water District Project
The schedule for this project continues to slip.
The most recent activity, re-valuing all of the Rancho Glenoaks properties, has caused at least another three months of schedule delays.
Pampero Water Fill Station
The water hydrant located at the corner of Pampero and Gray Squirrel was placed there by EMWD for use by the AD 19 property owners.
Its sole purpose is to provide potable water for domestic use. It was not meant to be used for construction purposes. However, if you are grading, you may be able to obtain a permit from EMWD to pull metered water from the fill station.
When you use the facility, please don’t just throw the hose on the ground when finished filling your tank. Be courteous and re-hang the hose back up. Be sure to remind your contractors to do the same. A lot of us are drinking and cooking with the water we haul from the fill station.
Road Maintenance
It has rained 26.5 inches (so far) this year. Road grading is done on an ‘as needed’ basis and only can be done when the rains have stopped and the water run-off has subsided. For best results, you can’t grade when the roads are dry and you can’t grade when they are muddy. You have to hit it in between these times.
Sometimes you may think that we are unresponsive to complaints and requests for grading. But we have a limited budget for road maintenance, so we listen to the weather reports.
We don’t want to grade and then two days later, get a downpour that washes away what the graders have just done. Just plan on the worst during the winter rains, and this year’s rains have been the worst we have seen. The up side is that the wells are full and we don’t have to haul water.
Brush Control
The Fire Department’s requirement for brush clearance is 100 ft around all buildings. The Rancho Glenoaks HOA imposes an additional 30-foot clearance on all property lines, especially those that do not contain buildings.
This work needs to be completed by May of 2005. Graders and brush clearing companies refuse to risk doing the work during the fire season for fear they would accidentally start a fire scraping rocks. Look on our Website for some recommended contractors.
Revised Bylaws and CC&R’s
You can find the proposed CC&R and bylaw changes on our Web site. We will be mailing out a summary of the changes for members’ approval this year.
It is important to respond with your vote. A 2/3rds majority is required for updating our governing documents.
Basically, the updates consist of the following:
(1) Removal of all references to the “Declarant,” the original developer and his company. Some text is removed in its entirety and, in some cases, “Rancho Glenoaks Homeowners Association” replaces the “Declarant” as to the role, responsibility, and authority.
The Declarant no longer exists and the Homeowners Association has had the governing responsibility and authority for many years.
(2) Change of one-acre minimum lot size to five-acre minimum lot size to be in concert with Riverside County zoning of five to 10 acre minimum parcels sizes, dependent upon terrain.
(3) Increasing the minimum residence size from 1250 to 2000 square feet with size specifications for a 2nd unit, guest dwellings and other assessory buildings to be in concert with established residences and Riverside County code.
(4) Change the current requirement for a 2/3rds majority approval vote to modify the CC&Rs to a simple majority (51%/+) to be in concert with current HOA codes.
