John and Ethelene Owen moved from Huntington Beach to Temecula to escape the “rat race” and retire to a home they had been dreaming about for years. Well, actually Ethelene’s dream home was very different from John’s dream home but the end result was a perfect compromise. The Owen’s just moved in July 2002 and after seeing all their stuff in the barn, may be moving in for quite some time! The Owen’s are antique collectors so you spend plenty of time gazing at the walls and looking around the house.
John and Ethelene met at Lucky’s (now Albertson’s) warehouse distribution center, where John worked for 30 years and Ethelene for 18 years.  Now the Owen’s have retired to our peaceful community to retire and do nothing. Forget about it! The Owen’s operate a small business creating mobiles and woodcrafts. So, if you’re looking for that perfect item to spruce up the yard or deck be sure to give them a call.  Ethelene is also an artist. So now she’s our local artist. All the beautiful paintings throughout the house were all done by Ethelene.  But wait there’s more! The Owen’s love the great outdoors!  The Owen’s have plenty of knowledge when it comes to planting trees and shrubs that grow well in our area. We will have articles on this subject in upcoming newsletters.

CC&Rs / Bylaws

The CC&R Review Committee (CRC) has completed its work on modernizing the original 1982 recorded CC&Rs.  The CRC focused on removing references to the "Declarant" (the original developer operating as Glen Oaks Hights Association), restructuring the format to obtain better organizational content of the Articles, and word-smithing paragraphs to achieve greater clarity to lessen the chance of multiple interpretations of the covenants, conditions, and restrictions.  The current CC&Rs has 12 Articles while the proposed Restated CC&R draft has 13 Articles.  The Current CC&R Article III (Subdivision Restrictions) was moved to the Restated CC&R Article X, paragraph 10.06 (Regulation of Improvements).  The Restated CC&R has 2 new Articles that have been inserted upon the attorney's original recommendations (VIII-Insurance and XII-Damage & Destruction).  The proposed Restated CC&R draft document is undergoing a last review by the attorney for legalities as a last step before the proposed document is presented to the members for vote in the 1st quarter of 2003.  Copies of the draft and a cross reference comparint the current CC&Rs to the proposed Restated CC&Rs will be on display at the January 2003 annual Meeting.

Road Maintenance
To Grade or Not to
Grade?
The question of whether to grade the roads during the summer has been discussed by your BOD.  The cost of grading during the summer is much more than in the winter as not only is a grader needed but also, to soften the dirt for the 

grader to be effective, water truck to wet the roads.  This grading takes more time than in the winter and lasts for about 2 weeks.  An alternative, to keep costs down, is for the association or property Owners to drag the roads every 2 to 4 weeks to smooth out the washboards and holes.

Submitting Improvement
Plans to the ACC

Please be sure to review your CC&Rs and to submit plans to the Architectural Control Committee (ACC) before commencing any construction of structures, fencing, or other exterior improvement project.  Fines may be imposed for failure to duplicate, and delivered to Ralston Management, together with a completed ACC application.  You should allow 30 days for review of your plans and receipt of your written approval.  No verbal approvals shall be given. Contact Ralston Management for the ACC application forms and/or assistance at (909) 296-9030.

ACC ACTIONS
The ACC is processing two requests for property improvements.  One set of house plans with plot plan and a second plot plan that has been submitted to the ACC for approval.

AD 19-A Update
EMWD announced the Mitigated Negative Declaration (MND) Meeting has been postponed until Dec 18, 2002. The good news is that we are still getting a water system.  The bad news is that it most probably will take longer due to the Quino Checkerspot Butterfly, an endangered species.

There is a lot going on with our Association and we need help!  The current President is stepping down after four years at the helm.  This leaves a vacancy on the Board.     Are you, or do you know of any Association member that is interested in becoming a Board member or wants to participate on one of the Association’s Committees?
