Support Your RGO Homeowners
Association

We still need people to fill Board and committee positions.  Want to run for the Board? Contact us. This is your HOA and your help is needed and ideas valued. During this year’s Annual Meeting your votes will be counted for the following Board positions: President, Vice President, Treasurer, Secretary, and Member at Large. Some Board Members, besides conducting routine HOA business, have been wearing two even three hats, and at times acting as leads for specific committees such as the ACC, Roads, EMWD AD-19A water system project; publishing the newsletter; CC&R/Bylaw update preparation; WEB site posting & maintenance liaison; ACC improvement & violation tracking; liaison with law enforcement agencies; and liaison to the Road & ACC Committees. We are all busy with our personal lives, but other property owner’s need to step up to the plate and actively support the HOA, either as a Board, Committee Member or helping with projects.   

Remember where you live and why you live here.  This is not the city but a rural area and an HOA so please think of your neighbors.  It is very beautiful here and most of the time a very safe area and that is why you live here, but there are some things that we have to be aware of, strangers, wild animals, fire and rain, not afraid of but aware of.

Input from RGO HOA Members

The BOD wants your input and ideas such as the direction of the HOA, what you expect in the future, etc.  We are preparing a questioner and a board or committee member will be calling some residence and property owners each month to get their response to the questioner. These responses will be discussed at the following BOD meeting. The BOD hopes to contact all members throughout the year.

CC&R / Bylaw Highlight of the
Quarter. Did you know?

CC&R paragraph 10.03 states that the properties in the development are considered a “Class D” development by the county and HOA roads have been accepted by the county as county roads subject to county traffic laws. What does this mean? The HOA is chartered to maintain the roads by providing grading and general maintenance to keep the roads passable and free of washouts. The majority of your HOA dues cover on-going maintenance of the approximately 8 miles of roads comprising our HOA.  This also means that any off road or unlicensed vehicles, including golf carts, using these roads are subject to being ticketed by law enforcement.  It is also illegal to ride on property that is not yours.

EMWD AD 19 Update

The construction of our water system was completed in April. If you are a property owner and contemplating construction, contact EMWD to request a meter and sign up for water service.  Address questions and inquiries to Debra Deremiah of EMWD or Cherone Jaschek Wlaschin, RGO HOA.

We need to give a big thank-you to our RGO HOA BOD for all their hard work and hours of volunteer work over the years, in getting our water project completed. If they had not done this your property may not have had Eastern Municipal Water District water and you would have to be on a well (most of which go dry in the summer) or haul water from the fill station as many of our long time residence have done for the last 20+ years. Perris-based Eastern Municipal Water district first to postpone delivery deals to major new developments.

Tight water supplies in California are prompting an Inland agency for the first time to postpone promises that it can deliver the water needed for seven major developments, officials said Tuesday.-

Road Maintenance Good News and Bad News

To help with fire fighting/prevention roadside brush (15 feet on each side of the roads, 30 feet total) within the HOA was mowed. This year your HOA cleaned out all culverts under our roads to prevent damage when it   rains. The roads will be graded after the winter rains begin.

Roads Committee Policy

1.  When it rains the HOA -

*Will not grade during downpour but will wait one or two days or until the roads start to dry.

*Will not grade if it has rained and rain is forecast, as it makes the roads slick and more dangerous to traffic.

*Will take appropriate action ASAP, if it has rained and  rain is in the forecast, if there is a dangerous road area problem.

2.  Culverts:

*The HOA will hold the property owner responsible for the clogging/filling of culverts with mud or debris during or after a rain storm due to the property owner scraping property instead of mowing.

Notes:

Be Aware if rain is forecast:

*Listen to the weather forecasts and plan accordingly.

*Do any chores or shopping ahead of time.

*Do not drive while it is raining as roads can be very slick and treacherous. For safety we recommend waiting for the downpour to pass & until the roads dry out a bit before you attempt navigating them.

*If you are going to work after or while it is raining, drive slowly and cautiously as the road may be damaged.

*In order to maintain our roads in safe conditions your help is needed by keeping your speed down.  Excessive speed damages the roads, causes the “washboard effect”, and is very hard on your vehicle.

*If you find the road to be damaged or hazardous at any time, please report the problem and location to Ralston Management at 951-296-9030 so appropriate action can be taken.                          

Dragging or grading of roads in the HOA by anyone not authorized by the HOA is discouraged.  HOA insurance does not cover this unauthorized work and the person doing this work could have legal action taken against them if damage or injury to anyone traveling the road occurs.

  ACC Committee Guidelines
NEW CONSTRUCTION

All plans and changes to plans should be submitted to the ACC before going to the county for approval.
 
1. Grading:

Grading Plans must be submitted to the ACC prior to the beginning of any grading. Your property must be surveyed prior to any grading.  All county permits must be approved prior to any grading.
Your property must be graded properly for drainage.  Damage to roads or neighboring property from grading will be your responsibility. Enlarging the pad, moving dirt or grading after your pad and house has been accepted by the county needs ACC approval. The property owner will be required to seed any scraped land to stop water run off.

2. Setbacks:

There is a setback of 20 feet from the rear of a building or patio to the property line. The front and side setbacks are 25 feet. For some properties there is a 30 foot horse easement (check with the ACC).

All HOA roads are 60 feet wide with a 30 foot easement from the property line to the center of the road; no personal   property will be placed in any easement or within the setback as stated in the CC&Rs. Water tanks and propane tanks are considered personal property and shall not be placed in any easement or setback area. Underground public utilities (power, telephone & water) can be in the easement.

3. House and Outbuilding Plans:

The minimum square footage for a house in the HOA is 2500 square feet. The house must have an attached garage and any outbuildings must match house in color and style.  A color swatch must be approved by the ACC. Roofing (color, type, etc.) and any stone work for your house must be approved by the ACC.

4. Landscaping

By completion of house and before landscaping begins, plans must be turned in to and approved by the ACC.  Plants that are to be used should be drought resistant and fire retardant.  (Look on the RGO website for a list of plants).

5. Other Construction to be approved by the ACC, including but not limited to: Fencing, Outbuildings, Pools, Patios, outside lighting, Major Landscaping, and all hard-scapes (cement work, rocks, borders, etc.).

Weed Control

As winter approaches it’s time to start thinking about clearing weeds and brush from your property. The lack of rain this year has left the brush very dry and HOA properties are right in the middle of an extreme fire hazard area. The fire department recommends mowing  properties and clearing of any dried brush/leaves/pine needles from under trees.  They don’t recommend extensive grading or scraping because it promotes erosion problems when it rains, as the plant roots are gone. The county considers “scraping” the same as grading and requires a permit. Clear your brush at least 100 - 200 feet around buildings as per Riverside County Ordinance.

Liability

Do you have enough liability insurance on your property? Vacant properties are being used by hunters for target practice, off-roaders for motor cross tracks and for parties. Post your land. If you reside in the HOA or are visiting your property and see a problem call the Sheriff  (951.696.3085), CHP (951.506.2000) &/or BLM (760.831.7751) law enforcement officers to report law breakers and voice your concerns.  For emergencies call 911.

County Ordinance Regulating Light Pollution

COUNTY OF RIVERSIDE
ORDINANCE NO. 655

-The Board of Supervisors of the County of Riverside Ordains as Follows:

Section 1. INTENT; The intent of this ordinance is to restrict the permitted use of certain light fixtures emitting into the night sky undesirable light rays which have a detrimental effect on astronomical observation and research. This ordinance is not intended to restrict the use of low pressure sodium lighting of single family dwellings for security purposes. This ordinance does not require any replacement of light fixtures already installed and operating.-

If you love to gaze at the stars, see meteor showers, comets, satellites and other events in our skies at night we need keep our area free of the glare that comes from night lighting.  Some of the other things that you can do besides using sodium lights is to install outside lighting fixtures that focus the light down instead out and up and the use of low wattage bulbs. We need outside lighting around our homes/properties for security but this can be accomplished and still preserve the beauty of our night sky.

The HOA is in concert with the Board of Supervisors and may fine property owners who install light fixtures that do not adhered to the ordinance.


Animal Control

The responsibility for the care and containment of your dogs is your responsibility. County Codes and HOA CC&Rs require dogs to be contained. Your dogs must be contained on your property and cannot be turned lose to run off your property without supervision as it is dangerous for the animals, neighbors and traffic on the roads.  Please protect you dogs and have respect for your neighbor’s safety and privacy.

Dues are Increasing

The HOA BOD is raising the dues by 20% for this next year.  Our homeowners dues, compared to other associations is very low.  As more property owners build homes and move/live within the HOA more is expected of the HOA and by the HOA.  To keep up with the cost of everything increasing, such as wages, fuel, insurance, legal advice, etc. your HOA needs more working capital to accomplish the work that is done.

Have you moved? Do we have your correct address, phone number and e-mail address? Update your records. Inform Ralston Mgmt of your new info so you can be kept up to date on HOA business, happenings and be contacted in case of emergencies.
