We still need people to fill Board and committee positions.  Want to run for the Board? Contact us. During this year’s Annual Meeting you are asked to cast your votes for the following Board positions: President, Vice President, Treasurer, Secretary, and Member at Large. The Board Members, besides conducting routine HOA business, have been wearing two – three hats, acting as leads for specific committees such as the EMWD AD-19A water system project; publishing the newsletter; CC&R/Bylaw update preparation; WEB site posting & maintenance liaison; ACC improvement & violation tracking; liaison with law enforcement agencies; and liaison to the Road representative. We are all busy with our personal lives, but other property owner’s need to step up to the plate and actively support the HOA, either as a Board or a Committee member.

DID YOU KNOW?

CC&R paragraph 10.03 states that the properties in the development are considered a “Class D” development. What does this mean? This means that the majority of your HOA dues cover on-going maintenance of the approximately 8 miles of roads comprising our HOA. The HOA is chartered to maintain the roads by providing grading and general maintenance to keep the roads passable and free of washouts. According to the CC&Rs and Bylaws there is no requirement on the HOA’s part to pave our roads and currently there is no plan to pave the roads. It is cost prohibitive.  The Board is opposed to paving partial sections of the HOA roads, as it would be a hindrance to the ongoing maintenance of the adjacent road portions. We believe that if a paving project is to be tackled, it must be accomplished as one project for the entire area. This would require an increase in dues, a special assessment or perhaps the turning over the maintenance to the county’s Dept of Transportation. In other words—we would have to persuade the county to adopt our roads for maintenance.

LIABILITY

Do you have enough liability insurance on your property? Vacant properties are being used by hunters for target practice and off-roaders for motor cross tracks and jumps. Post your land. And call the sheriff (909.696.3085), CHP (909.506.2000) & BLM (760.831.7751) law enforcement officers to voice your concerns.  For emergencies call 911.
EMWD AD 19 Update

The construction of our water system is scheduled for completion in 18 months. EMWD staffers are requesting EMWD Board approval to proceed with public hearings, contracting, and system construction. If you are a new property owner, contact EMWD to sign up for water service.   Address questions and inquiries to Debra Haskell of EMWD or C. Jaschek, RGO HOA.

Road Maintenance Good News and Bad News

The traffic advisory signs have been installed. And, well, what can we say? Someone is tearing them down!  So much for “respect for private property." The roads will be graded after the winter rains begin. Until then, slow down. Consider the washboards as speed bumps.  When it is raining the roads can be very slick and treacherous. We recommend waiting for the downpour to pass & until the roads dry out a bit before you attempt navigating them. If you see any road damage that needs our attention, please report it to  Ralston Management at 909-296-9030.          
            
Weed Control

It’s time to start thinking about clearing the weeds and brush from your property. The lack of rain this year has left the brush very dry and the properties are right in the middle of an extreme fire hazard area. The fire department recommends mowing and clearing of any dried brush from under trees.  They don’t recommend extensive grading or scraping because it promotes erosion control problems and also requires a county permit.  Clear your brush at least 50 - 200 feet around buildings.
