RGO Board of Directors Appoint
new "Member at Large"

During the October 18, 2003 RGO HOA Board of Director's Meeting, the Board elected to appoint Ethelene Owen to the "Member at Large" Board position.  The former elected "Member at Large" resigned from this elected position earlier this year.  Ethelene agreed to fill in for the rest of the year until the boad member elections are held at the 2004 annual membership meeting now scheduled for March. The rest of the Board welcomes her as an added asset to the Board of Directors.

Property Owner Participation
Desperately Needed

Your Board is struggling to address many issues facing our HOA.  We need help.  The Board has been limping along; first with the "Member at Large" stepping down and then, in October, our Vice President sold his property so that shorted us another Board Member.  The Board Members, besides conducting routine HOA business, have been wearing two -- three hats, acting as leads for specific committees, such as the EMWD AD-19A water system project; publishing the newsletter; CC&R/Bylaw update preparation; WEB site posting & maintenance liaison; ACC improvement & violation tracking; liaison with law enforcement agencies; and liaison to the road representative.  We are all busy with our personal lives, but some other property owners need to step up to the plate and actively support the HOA, either as a Board or Committee Member.

CC&R Update

The current CC&Rs and Bylaws are posted on the WEB site (www.ranchoglenoaks.com) in early December.  You can preview the proposed updates before we call for a vote of approval for a new set of CC&Rs.  Basically, the CC&R/Bylaws Review Committee is recommending limited changes.  They are limited to:
1)   Removal of all references to the "Declarant," the original developer and his company.  Some text is removed in its entirety and, in some cases, "Rancho Glenoaks Homeowners Association" replaces the "Declarant" as to the role, responsibility, and autority.  The Declarant no longer exists and the Homeowners Association has had the governing responsibility and authority for many years.

2)   Bring the language and content in concert legally.

3)   Change of one-acre minimum lot size to five-acre minimum lot size to be in concert with Riverside County zoning of five to 10 acre minimum parcel sizes, dependent upon the terrain.

4)   Increasing the minimum residence size from 1250 to 2000 square feet with size specifications for a 2nd unit, guest dwellings and other assesory buildings to be in concert with established residences and Riverside County code.

5)   Change the current requirement for a 2/3rds majority approval vote to modify the CC&Rs to a simple majority (51%/+) to be in concert with current HOA codes.

EMWD AD 19 Update

The construction of our water system has been delayed pending an Eminent Domain hearing scheduled for November 19, 2003 (1:00 PM) at the EMWD facility's Board Room located in Perris, CA (just east of the I-215 on Hwy 74---Pink buildings).  Address questions and inquiries to C. Road Maintenance
Good News and Bad News?

The traffic advisory signs have been installed.  And, well, what can we say?  The roads will be graded after the winter rains begin.  Until then, slow down.  Consider the washboards as speed bumps.  When it is raining, the roads can be very slick and treacherous.  We recommend waiting for the downpour to pass and the roads to dry out a bit before you attempt navigating them.  If you see any road damage that needs our attention, please report it to Ralston Management at 909-296-9030.


Weed Control

The fire came close!  We were lucky.  It's not too late to clear weeds and brush from your property.  The fire department recommends mosing and clearing any dried brush from under trees.  They don't recommend extensive grading or scraping because it promotes erosion control problems and also requires a county permit.  Clear your brush at least 50 - 200 feet around buildings.
