Removal of all references to the "Declarant" the original developer and his company. Some text is removed in its entirety and, in some cases, "Rancho Glenoaks Homeowners Association" replaces the "Declarant" as to the role, responsibility, and authority. The Declarant no longer exists and the Homeowners Association has had the governing responsibility and authority for many years.

Bring the language and content in concert legally.

Change of one-acre minimum lot size to five-acre minimum lot size to be in concert with Riverside County zoning of five to 10 acre minimum parcel sizes, dependent upon terrain.

Increasing the minimum residence size from 1250 to 2000 square feet with size specifications for a second unit, guest dwellings, and other assessory buildings to be in concert with established residences and Riverside County code.

Change the current requirement for a 2/3rds majority approval vote to modify the CC&Rs to a simple majority (51%+) to be in concert with current HOA codes and regulations.

EMWD AD 19

Update

EMWD is on track to break ground for our water systems late this summer or early fall. EMWD predicts that their final engineering design will be completed in August 2003. Public hearings will be scheduled for Sepetmber followed by bond funding. Requests for construction bids will go out in September. Award of the construction contract is targeted for October with a construction start date of November 2003. If you have questions concerning the AD-19A water system construction, such as costs, bond interest rates, etc., please forward them in writing to C. Jaschek through Ralston Management or to EMWD's Debra Haskell.

Road Maintenance

Good News and Bad News?

The traffic advisory signs have been installed. And, well, what can we say? It's summer. Yes, we have washboards. Slow down. Consider them speed bumps. If they get really, really bad, we will bring out the water trucks and grade again on the problem areas. But, the grading will only last for three to four weeks before the washboards resurface. If you see any road damage that needs our attention, please report it to Ralston Management at 909-296-9030.

Weed Control

It's time for weed and brush cleanup on your property. The mustard is especially nasty this year. You cut it and it comes back. We have found mowing it followed by a dose of Roundup gets the job done. The fire department recommends mowing and clearing of any dried brush from under trees. They don't recommend extensive grading or scraping because it promotes erosion control problems and also requires a county permit. Clear your brush at least 50 feet around buildings. Remember, fires usually travel upwards in the direction of the prevailing winds so you really want to pay attention to those slopes if your residence is at the top of the hill.
