2003-2004 RGO HOA Annual Members Meeting Summary

During the annual meeting the 2003 accomplishments, 2003 treasurer’s report, ACC approval process, the Delinquent Assessment Collection Policy & the Hearing & Fines Policy were presented to the members. Also, the year’s work on the common roads and the status on the AD #19 water system construction were discussed.  The 2004 budget was presented. Other issues discussed were the increased traffic due to development on the east of the HOA properties, the off-road vehicle use of the roads and the illegal shooting on HOA properties.  There were not enough members in attendance to conclude the election of the 2004 RGO HOA Board, so in concert with the associations Bylaws, the meeting was adjourned and the 2004 Board election determination was deferred to the 3 April 2004 Board meeting.

The Board & Membership would like to thank Chonie Jaschek for four, dedicated years as President of the Association. Chonie has been our voice with EMWD for the past few years and has put in many long hours to keep our water system construction moving. Her resignation from the Board will allow her to concentrate on the more pressing matter of securing construction of the AD 19 water system.

DID YOU KNOW?

For the last couple of years we have had a lot of property owners selling their property. Most, but not all, sellers are disclosing that the property is located in a negative water area, the property’s encumbrance by AD 19 and a homeowners association governs the property.  You are legally responsible to disclose this information when selling your property.  When your property is in escrow, a demand notice is sent to Ralston Management requesting a statement as to any outstanding dues or liens owed on the property.  Ralston Management, in response to the demand notice, also prepares a package for the new buyer consisting of the CC&Rs, the Bylaws, AD #19 information, the ACC forms for property development, the Delinquent Assessment Collection Policy, Hearing & Fines Policy, and the latest RGO HOA Newsletter.

Road Maintenance

When improving your property (grading, utility installation or building), please return the common area roads to their original condition, or you will be billed by the HOA for the cost of re-working the portion of the road(s) that you or your contractors have damage. Additionally, if you see any road damage that needs our attention, please report it to Ralston Management at 909-296-9030.
LIABILITY

Do you have enough liability insurance on your property? Vacant properties are being used by hunters for target practice and off-roaders for motor cross tracks and jumps. Post your land. And call the sheriff (909.696.3085), CHP (909.506.2000) & BLM (760.831.7751) law enforcement officers to voice your concerns.  For emergencies call 911.
                 
EMWD AD 19 Update

The construction of our water system is scheduled for completion in 18 months. EMWD staffers are requesting EMWD Board approval to proceed with public hearings (July 2004), contracting, and system construction. If you are a new property owner, contact EMWD to sign up for water service.   Address questions and inquiries to Debra Haskell of EMWD or

Pampero Water Fill Station

The water hydrant located at the corner of Pampero and Gray Squirrel was placed there by EMWD for use by the AD 19 property owners. Its sole purpose is to provide potable water for domestic use. It was not meant to be used for construction purposes.  However, if you are grading, you may be able to obtain a permit from EMWD to pull metered water from the fill station.  When you use the facility, please don’t just throw the hose on the ground when finished filling your tank. Be courteous and re-hang the hose back up. Be sure to remind your contractors to do the same. A lot of us are drinking and cooking with the water we haul from the fill station.

Fire hazard Area & Weed Control 

Clear the weeds and brush from around your buildings and remove it from your property.  We have been red tagged by the state, county, fire departments and insurance companies as being in an extremely high fire hazard area. The lack of rain this year has left the brush very dry.  The fire department recommends mowing and clearing of any dried brush from under trees and clearing brush at least 200 feet from around buildings. They don’t recommend extensive grading or scraping because it promotes erosion control problems and, incidentally, does require a county permit.

The proposed CC&R & Bylaws modifications are now posted on the website. We would like you to review the changes and make any comments or recommended changes to Ralston Management before the end of May of this year.  The Board will review all comments in June. The Board plans to conduct voting for the modifications in September. Basically, the CC&R/Bylaws Review Committee is recommending the following limited changes:
1)Removal of all references to the “Declarant” the original developer and his company.  Some text is removed in its entirety and in some cases “Rancho Glenoaks Homeowners Association” replaces the “Declarant” as to the role, responsibility, and authority.  The Declarant no longer exists and the Homeowners Association has had the governing responsibility and authority for many years.

2)Change of one-acre minimum lot size to five-acre minimum lot size to be in concert with Riverside County zoning of five to 10 acre minimum parcels sizes dependent upon terrain.

3)Increasing the minimum residence size from 1250 to 2000 square feet with size specifications for a 2nd unit, guest dwellings and other assessory buildings to be in concert with established residences and Riverside County code.

4)Change the current requirement for a 2/3rds majority approval vote to modify the CC&Rs to a simple majority (51%/+) to be in concert with current HOA codes.
