RANCHO GLENOAKS HOME OWNERS ASSOCIATION
COMMON EASEMENTS AREA MAINTENANCE
FIVE-YEAR PLAN 2011 to 2015
WHEREAS, Section 3.06, 6.01 (b), 9.03 of the Bylaws and Article 1.04, 1.05, VII 7.01 (a) & (c), VI, Article X of the CC&Rs grants to the board the powers and duties necessary to conduct the affairs of the Association and to make such rules and regulations as the directors deem in the best interests of the Association;
WHEREAS, and Article 10.02 and 10.03 grants the board the regulation of operation and uses for reserved easements and street (road) maintenance; and
WHEREAS, for the health, safety, welfare, and comfort and convenience of all residents, the board wishes to establish and adopt this Five Year Plan to ensure in accordance with CC&R 10.03 that the right of way for Common Easement Areas within the HOA are maintained in good passable conditions for two-way traffic.
1.
Continue Common Easement Area Maintenance (CEAM) annual upkeep for the safety and security of all

residents and guests. Projects will be prioritized in order of importance and will be implemented based on

availability of funds.

(Yearly) Repair washout and ruts after rains

(Yearly) Maintain BMPs i.e. clean out, repair or replace (R&R) silt fencing, straw bales etc. where

(Yearly) Identify areas of Runoff that have Environmental impact in the common easement areas and apply

HOA BMPs as needed.
3.
Re-establish the “Crown” on the roads with cutouts and BMPs.

4.
Culverts



1.
(Yearly) Schedule inspections throughout the year for clean-out, repair and replacement of




existing culverts (See map)



2.
(2011-2015) Identify and schedule installation of new culverts

(2012) Culvert on Via View near Reya’s (36” to 48” oblong shape) with BMPs at






entrance and exit of culvert.





2.
(2012) Culvert on Scanlon before Bossinger Property (36” to 48” oblong shape) with






BMPs at entrance and exit of culvert.
5.
BMP Installations



1.
(2011) Via Carmelo and Calle Cordova: install a BMP at the south west corner to slow down the




water crossing the road. Maintain the swale across Via Carmelo.



2.
(2011) Raise Bruce Lane west of Via View and divert water runoff to south side into catch basin



3.
(2011) Via Carmelo and Calle Titania: divert N/B water runoff from Calle Titania around the right




to the south ditch of Calle Cordova.



4.
Install “water bars” as needed.

Rip Rap Structures (Filter Fabric and Rip Rap)



1.
(2011) Install rip rap structure on the south west corner of Scanlon and Bruce Lane west to

the Scanlon intersection to culvert

Survey CEAM and finish the CEAM of the Association using County recorded maps including but not limited to

the following areas. (Funds to be secured via operational funds collected though annual regular assessment.)

Conduct a Feasibility Study including a cost benefit, environmental impact and soils engineering analysis to

extend and finish right of way CEAM, including, but not limited to:

Via View (Between Gray Squirrel and Loren Way)

Scanlon (Between Gray Squirrel and Bruce Lane)



3.
Calle Cordova (Both North and South)



4.
Research and Review annually all Common Easement Areas for development
10. Review and update the Five Year Plan annually.
